The State Company for Iraqi Fairs and Commercial Services, a subsidiary of the Ministry of Trade in the Republic of Iraq, has implemented the Certificate of Registration (CoR) Scheme for manufacturers and suppliers from exporting countries.

The CoR Program will commence on 1st October 2020 with a gradual implementation, depending on the product category and in accordance with a specified schedule from which the
Certificate of Registration (CoR) for Manufacturers and Suppliers will become a mandatory pre-requisite to obtain the Import License in the Republic of Iraq.

The aim of the CoR scheme is to validate the credibility of manufacturers and suppliers that wish to export goods to the Republic of Iraq. Ensuring that these parties are verified in the
country of origin prior to entering the Iraqi market not only promotes governance and safeguards the integrity of the trade environment, it also protects the end consumer whilst minimizing risk for importers and traders.

Authorized Certification Body for Certificate of Registration (CoR) Scheme for Manufacturers and Suppliers

The State Company for Iraqi Fairs and Commercial Services, a subsidiary of the Ministry of Trade in the Republic of Iraq, has appointed TÜV Rheinland to carry out the evaluation process for manufacturers and suppliers exporting to the country, and issue of the Certificate of Registration (CoR).

In addition, TÜV Rheinland will provide validation at the Iraqi border that the imported goods and information on the Import License are identical, under the supervision of the State Company for Iraqi Fairs and Commercial Services.



Implementation Timelines of The Certificate of Registration Scheme
 

The Certificate of Registration Scheme was announced by the State Company for Iraqi Fairs and Commercial Services by means of a circular published on 29th July, 2020.

The scheme will be implemented in stages, rolling out across a total of 11 product categories. A specific date has been applied to each category for when the Certificate of Registration (CoR) becomes a mandatory prerequisite for the Import License.

EXAMPLE 1
From 1st October, 2020, the Certificate of Registration applications must be submitted to TÜV Rheinland for the category “Electrical (Household Appliances, IT Equipment)” and the CoR must be obtained by 31st December, 2020, at the latest.

From 1st January, 2021, manufacturers and suppliers in this category will not be eligible for the import license without the CoR.

EXAMPLE 2
From 1st February, 2021, the Certificate of Registration is mandatory for the category “Chemicals and Cosmetics”.

All manufactures or suppliers operating within this category are obligated to obtain the CoR from TÜV Rheinland by 31st January, 2021, at the latest. It is recommended for all manufacturers and suppliers to submit their CoR application at least one month prior to their category-specific deadline to ensure no disruption to their business.

Applications for the Import License will be automatically rejected without a valid CoR.
