CR Mark for ICT Products.

Based on Vietnamese Circular 04/2023/TT-BTTTT from Ministry of Information and Communication (MIC), various categories of ICT products are subject to EMC, Radio and/or Safety approval and must bear CR Mark.

Products subject to certification and declaration of conformity:

Radio transmitters and transceivers for use in land mobile and fixed services (GSM, W-CDMA FDD, E-UTRA FDD, 5G)
Radio transmitters and transceivers used in television and sound broadcasting
Radar equipment
Equipment using spread spectrum modulation operating in the 2.4 and 5 GHz bands with an equivalent isotropically radiated power of 60 mW or more
Short-range radio transmitters and transceivers (DECT cordless telephones, remote control devices, RFID equipment, cordless audio devices, Ultra Wide Band (UWB) communications devices, etc.)

Products subject to declaration of conformity:

Desktop computers, laptops and portable computers
Tablets
Set top boxes for satellite TV network, digital cable TV network, IPTV television network or digital terrestrial DVB-T2 network
DVB-T2 (iDTV) integrated televisions
Equipment used in cabled distribution systems for television signals
Radio transmitters and transceivers with an effective radiated power of 60 mW or more and not subject to certification
Short-range radio transmitters and transceivers for some specific applications such as RFID operating in the 13.553 MHz to 13.567 MHz
Lithium batteries used for notebook, mobile phone and tablet

CR Mark for Safety and EMC of household appliances.

Based on Vietnamese National Technical Regulations QCVN 4:2009/ BKHCN + A1:2016, QCVN 9:2012/ BKHCN + A1:2018 and QCVN 19:2019/BKHCN from Ministry of Science and Technology (MOST), the following categories of electrical appliances marketed in Vietnam must be certified for Safety or Electromagnetic Compatibility (EMC) and bear CR Mark.

Products subject to Safety certification:

Instantaneous water heaters
Storage water heaters
Electrical immersion water heaters
Electric kettles
Rice cookers
Electric fans
Electric irons
Microwave ovens
Hand dryers
Hair dryers and other hair-dressing apparatus
Electric grillers and roasters (mobile type)
Electric cables and wires (up to 1000 V)
Coffee or tea makers
Self-ballasted LED lamps with voltage >50 V
Double-capped LED lamps designed to retrofit linear fluorescent lamps
Fixed and portable general purpose LED luminaires

Products subject to EMC certification:

Instantaneous water heaters
Vacuum cleaners
Washing machines
Refrigerators, freezers
Air conditioners
Hand-held motor-driven electric drills
Hair dryers
Self-ballasted lamps other than LED
Self-ballasted LED lamps with voltage >50 V
Double-capped LED lamps designed to retrofit linear fluorescent lamps
Fixed and portable general purpose LED luminaires
Fruit juicers, meat grinders, blenders and egg mixers
Microwave ovens (including combination type)
Electric cooking stoves (including induction stoves)

Energy Efficiency approval.

Based on Decision 14/2023/QĐ-TTg of Prime Minister, the following categories of products marketed in Vietnam are subject to Energy Efficiency approval and labeling:

Linear tubular fluorescent lamps, compact fluorescent lamps, ballasts for fluorescent lamps
LED lamps
Air conditioners
Washing machines
Television sets
Refrigerators, freezers, commercial refrigerated cabinets
Rice cookers
Electric fans
Electric motors
Storage water heaters and industrial boilers
Copiers
Printers
Computer monitors
Notebooks
Industrial distribution transformers

From April 01, 2025:

Desktop computers
Infrared and induction hobs
LED road and street lighting luminaires

In addition to Safety, EMC, Radio and Energy Efficiency requirements mentioned here above, further assessment requirements may apply, depending on product category. Consult TÜV Rheinland for more information.

Procedure for EMC CR Mark certification.

Manufacturer sends test samples and application documents to TÜV Rheinland EMC Lab in Vietnam. Documents to prepare:

Written request for certification
Technical documentation, photos, nameplate, user guide
Previous certificate (if available)

TÜV Rheinland performs EMC tests, issues test report and arranges physical inspection of test samples at EMC lab (1 - 2 weeks)

TÜV Rheinland submits application documents to Vietnamese authority for CR Mark Certification (1 week)

TÜV Rheinland sends CR Mark certificate to Manufacturer and returns test samples

EMC Laboratory of TÜV Rheinland in Vietnam

With our 1,000 m2 state of the art EMC facility, our services are operated under ISO 17025 accreditation.

Our laboratory includes a 10 m semi-anechoic chamber with 4 m turntable, a shielded room, and a pulse immunity testing room. The facility is designated by the Directorate for Standards, Metrology and Quality (STAMEQ) and by the Ministry of Information and Communications (MIC) as EMC testing laboratory for EMC CR Mark Certification and for ICT CR Mark Certification and Declaration of Conformity.
