cTÜVus Certification and OSHA

The cTÜVus mark is officially recognized as an equivalent and direct replacement of the UL and CSA marks

  • In 1988, OSHA created the NRTL program. Currently, there are 19 registered companies on the OSHA NRTL list. To operate in the US, NRTLs must be accredited by OSHA (Occupational Safety and Health Administration) in an exacting process. This process ensures that the testing laboratory has the necessary equipment, technical skills, physical facilities, and quality management systems to conduct proper testing and certification for each product category in its application.
  • TÜV Rheinland has been a National Recognized Testing Laboratories (NRTL) since 1995. National Recognized Testing Laboratories (NRTL) like TÜV Rheinland can test to the same standards and specifications as those defined by UL as US standards. UL is both a US standards body and a laboratory.
  • TÜV Rheinland is also officially accepted as a National Certification Bodies (NCB) as part of the IEC System for Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE). This international program is based on peer-to-peer review audits and mutual recognition of CB certificates and reports to achieve an equally high technical level.

cTUVus, One logo for Both Countries

  • TÜV Rheinland is an accredited testing laboratory in both the United States and Canada, and we can conduct product admission testing in both the United States and Canada to save cost and time. Products labeled cTUVus demonstrate that they have met the national standards of the United States and Canada and can be sold in the United States and Canada.
  • If a product on the US market does not meet all voluntary safety standards, the US Consumer Product Safety Commission (CPSC) will consider it a safety risk. If the product is found to have a safety hazard or a safety incident, CPSC will require it to recall the product.
  • TÜV Rheinland is one of the few laboratories with an accredited certification mark. Since 1995, our testing laboratories have been accredited by the U.S. government to conduct safety testing and product validation for products sold in the U.S. market.
  • TÜV Rheinland is accredited by the Standards Council of Canada to test and verify product compliance with Canadian national standards. After TUV Rheinland testing and verification, products can be marked with the cTUV logo to prove that they meet Canadian national standards and can be sold in the Canadian market.

Environmental Protection Agency (EPA) Voluntary      
The mission of EPA is to protect human health and the environment. EPA established the Energy Star Program together with DOE and in charge of Management of this program.

Department of Energy (DOE) Mandatory
The Department of Energy’s overarching mission is to advance the national,economic, and energy security of the United States. DOE and Commercial Equipment Standards Program develops test procedures and minimum efficiency standards for residential appliances and commercial equipment.

California Energy Commission (CEC) Mandatory
The California Energy Commission is the state’s primary energy policy and planning agency. CEC develops the Efficiency Regulation of California based on DOE’s test procedures and minimum efficiency standards mostly.

Environmental Protection Agency (EPA)

Voluntary Scheme: The ENERGY STAR program has grown to encompass more than 60 product categories and is used by millions of Americans to identify products that reduce energy costs and protect the environment.

To ensure that ENERGY STAR remains a trusted symbol for environmental protection and superior energy efficiency, all ENERGY STAR product partners will be required to follow a new set of Third-Party Certification procedures starting Jan.01, 2011.

Energy Efficiency (CEC)


California Energy Commission- CEC (Appliance Efficiency Proceedings - Title 20 (ca.gov))

  • Created by Legislature in 1974 and located in Sacramento,
  • Mandatory regulations in California,
  • CEC requires, the products sell in California must be tested by laboratories approved by CEC (it can include manufacturer in-house lab)
  • The approved lab list of CEC would be renew every natural year.
  • The latest Appliance Efficiency Regulations of CEC is
  • California Code of Regulation Title 20
  • 24 categories of products are included.
  • Test data need to be submitted via MAEDbS

Energy Efficiency (DOE)


Department of Energy: Standards and Test Procedures | Department of Energy

  • DOE develops rules and regulations that manufacturer must adhere to in manufacturing products. These regulations apply to products manufactured for sale in as well as those imported into U.S.
  • DOE regulated for MEPS (Minimum Energy Permission Standard) and FTC (Federal Trade Commission) for labels.
  • This Program is Mandatory.
  • More than 20 Residential Products and 15 Commercial Equipment has been set in the program.
  • Test standard: 10 CFR part 430 subpart B.
  • Scheme is regulated using Market Surveillance.
  • U.S importer or Domestic Manufacturer shall do the registration via the certification bod.
  • The test data shall be submitted to DOE via CCMS in its data form.
  • No special accreditation lab is required for most products other than traditional lamp (incandescent light bulb).
  • Annual certification is required.
Department of Energy and FTC (Federal trade committee) established energy guide label

Most of DOE regulated product need to bear energy guide label to disclose its Energy efficiency level according to the CFR: Title 16 Subchapter C/part 305

FTC requirement:

NRCan in Canada

Office of Energy Efficiency (OEE), Natural Resource Canada (NRCan).
Mandatory: NRCan develops the Canadian Energy Efficiency Standard and requests the products enter Canada that must with Energy Efficiency Performance Verification Mark. The Laboratory which can perform the test and issue the verification mark need to be authorized by OEE of NRCan based on accreditation from SCC.

Regulated Product Scope
Energy Efficiency Regulations apply to numerous energy-producing products, including:
Automatic, ice-makers, ceiling fans and ceiling fan light kits, clothes dryers, clothes washers (residential and commercial), dishwashers, electric water heaters, fluorescent lamp ballasts, freezers, large air conditioners, heat pumps, and many others.

Energy Efficiency Regulations mandatorily

Requests:
  • An energy efficiency report be sent to NRCan  before an energy-using product is imported into Canada or shipped between provinces for filing.
  • Some product also need to bear Energy guide label.
  • Regulated Products must bear a Verification Mark of a SCC accredited certification body that
  • Administers an energy performance verification program for this product. (One time factory inspection)
