New Regulation on toy safety
Expected in the beginning of 2025, a new EU Regulation on toy safety is going to replace the existing directive, introducing significant changes, including a mandatory Digital Product Passport. The regulation applies to toys like dolls, puzzles, books, and garden trampolines. It bans harmful substances such as carcinogens and adds new requirements targeting environmental hormones and chemicals that may impact the respiratory, immune, and nervous systems of children. The Digital Product Passport will confirm compliance with these regulations and will be required for importing toys into the EU. During the transition, toys compliant with the previous EU Toy Directive 2009/48/EC can be marketed for up to 30 months and sold for up to 42 months.
Changes to the EN71 standards series
There will be updates to the EN71 standards series. Existing standards in this series will be revised, and new standards, EN71-15 to EN71-19, will be introduced to address requirements that previously fell under the scope of the withdrawn EN71-9. Additionally, EN71-20 will incorporate normative microbiological requirements. The updated EN71 standards series is scheduled for publication in October 2025.
Revision of EN 62115
The EN 62115 standard for the electrical safety of toys is also being revised, with the updated version expected to be published by the end of 2025.
Given the significant number of new regulations, TÜV Rheinland recommends preparing for these changes as early as possible, as adapting to the new requirements can be time intensive. Our experts will be happy to assist you with the testing, conformity assessment and certification of your products in accordance with the new standard requirements and the new Toy Safety Directive.
